Maryland HQL Requirements Explained

If you want to purchase, rent, or receive a handgun in Maryland, you need a Handgun Qualification License — the HQL. Maryland is one of a small number of states with this requirement, and many people don't know about it until they try to buy a gun and get turned away at the counter.

What Is the HQL?

The Handgun Qualification License is a state-issued license required before you can purchase, rent, or receive a regulated firearm (handgun) in Maryland. It is administered by the Maryland State Police and is separate from the Wear & Carry Permit and the security guard firearms qualification.

Who Needs an HQL?

You need an HQL to purchase a handgun from a licensed dealer, rent a handgun at a shooting range, or receive a handgun as a gift from someone who is not an immediate family member. You do not need an HQL simply for continued possession of a handgun you already legally own.

Basic Eligibility Requirements

  • Be at least 21 years of age
  • Be a U.S. citizen or lawful permanent resident
  • No felony or disqualifying misdemeanor convictions
  • Not involuntarily committed to a mental health facility
  • Not an unlawful user of a controlled substance
  • Not subject to certain protective orders

Note on Medical Marijuana: Holding a valid Medical Marijuana card may disqualify you from HQL approval under current MSP interpretation because marijuana remains federally controlled. Consult a Maryland firearms attorney if this applies to you.

The Training Requirement

Before applying, you must complete a Qualified Handgun Instructor (QHI) certified safety course recognized by the MSP. The required training covers Maryland firearm law, home firearm safety, handgun mechanisms, malfunction clearing, duty-to-notify law, storage and transport requirements, and a live fire qualification component. At Nationwide Police Services, our HQL course (Track A, $175) is taught by MSP-recognized QHI instructors.

LiveScan Fingerprinting

Maryland requires electronic fingerprinting through LiveScan as part of the HQL application. Schedule an appointment at an approved location — the cost is approximately $65, paid separately from training.

The Application Process

Apply through the MSP online portal with your QHI training certificate, LiveScan transaction number, personal information, and a $50 application fee. Processing typically runs 30 days.

HQL vs. Wear & Carry Permit

  • HQL — allows you to purchase, rent, or receive a handgun in Maryland
  • Wear & Carry Permit — allows you to carry a concealed handgun in public in Maryland
